The Party is committed to build up India as a strong and prosperous nation, which is modern, casteless, ensuring to all citizens freedom of conscience and faith, compulsory and equal education, justice and participation of all sections in overall progress particularly to extend reservation to dalits in private sectors and progressive and enlightened in outlook, based on equality, fraternity, justice, secularism and such culture and values and thus is able to emerge as a great world power. The Party aims at establishing a democratic state, which guarantees to all citizens irrespective of their caste, creed or sex, political, social and economic justice, equality of opportunity and liberty of faith and expression. The Party shall bear true faith and allegiance to the Constitution of India as by law established and to the principles of socialism, secularism and democracy and would uphold the sovereignty, unity and integrity of India.

Article 4. : ORGANISATIONAL STRUCTURE

4.1. National level :

(a) The Plenary or Special Session of the Party;

(b) The National Council; and

(c) The National Executive.

4.2 State level :

(a) State Councils; and

(b) State Executives.

4.3. Regional Committees.

4.4. District Committees.

4.5. Block Committees( Panchayat Samiti or Panchayat Development Block etc).

4.6. Local Committees( Primary Committee).

Note :

1. The area of a Block or a Local Committee will be determined by the State Executive concerned.

2. Area of a District shall ordinarily be the same as of an administrative district in a State unless the State Executive determines otherwise.

Note: In this Constitution wherever the word "Pradesh" occurs, it will include "Territorial", the word "District" will include "City" as required by the context.

7. 1. Any Indian citizen of the age of 18 years or above who accepts philosophy and rules-regulations of Party shall, on making a written declaration in the Membership Form (Form A) and on payment of a prescribed subscription, become a member of the Party, provided that he is not a member of any other political party.

7.2. The term of membership will ordinarily be of 5 years (as decided by the National Executive from time to time). With the beginning of the new term all members of the Party will have to fill membership forms again. Membership will cease by death, resignation or removal.

7.3. No person shall become a member except in his place of permanent residence or where he carries on his usual vocation but at one time he shall not be a member at more than one place.

7. 4. The member will have to apply in writing to the District/State concerned for a change of place.

The subscription received from the members shall be distributed in the following proportion among the units every three years :

National 10%

State 15%

District 25%

Block 50%

10.1. To become an Active Member of the Party-

(a) His membership of the Party should not be less than 3 years.

(b) He will deposit an amount of Rs. 100/- (personally or by collection) along with

his active membership form.

(c) He will participate in programmes of party .

(d) He will subscribe to party organ.

10.2. Only an Active Member will be eligible to contest elections for a Block Committee or become member of any Committee or Council above the level of a Block Committee.

10.3. At the beginning of every term each Active Member will fill in Form B and submit it to his District Office.

10.4. For every term all Active Members enrolment forms would be forwarded with the recommendation of the District President. These forms will be considered by a three member Sub-Committee, two of whom will be appointed by the District President and one to be appointed by the State President to be its Chairman. The Committee will also exempt certain cases as laid down in Sub-rule 1.

An appeal against the decision of the District Sub-Committee shall lie within 10 days with a three-man Committee constituted by the State Executive. A second appeal over the decision of state three-men committee will lie with a national three men committee nominated by National President. Accepted forms will be sent back to the District office where a Block committee wise list will be prepared.

10.5. The list of Active Membership shall contain the full name, father's/husband's name, age, occupation, address, education ,Form and serial Nos. of his/her first time membership of the Party, serial number and date of Active Membership Form and such other details as are required from time to time.

10.6. One copy of each of the Block Committee wise list of Active Members prepared by the District Committee will be sent to the Block Committee , State and Central Office.

10.7. An Active Member will be eligible to take part in Party elections only from areas with which his Block Committee is directly linked at the District and State level.

10.8. No active member will be prevented from contesting party elections on charges of disciplinary action against him after the announcement of election schedule by the national executive.

11. PRIMARY COMMITTEES AND QUALIFICATION OF VOTERS AND CANDIDATES

11.1 Primary Committees : Primary members of a basic unit will elect its President and an Executive Committee. President shall be an Active Member. The President shall appoint a Secretary from amongst the members of the Executive Committee.

11.2 Voters : Every Member whose name is recorded in the Permanent Register shall be entitled to vote in election of members of the subordinate Committee.

11.3 Candidates : Only an Active Member shall be eligible for election as a member of any Committee other than Primary Committee.

11.4. A Primary Committee will be basic unit of the Organisation.

11.5. A Primary Committee shall, as far as possible, correspond to the village, panchayat, municipal ward, street, mohalla, individual company or factory , industry , institution.

11.6. All Members of the Primary Committee shall meet at an appointed time and place and elect the President, Vice President and a Treasurer and the Executive Committee of the Primary Committee.

11.7. The President of the Primary Committee shall be elected from amongst the Active Members. Any Primary Member can seek election to the Membership of the Executive Committee. The President shall appoint the General Secretary from amongst the Members of the Executive Committee.

11.8. The Election of the President, Vice President, Treasurer and Executive Members of the Primary Committee shall be by show of hands.

11.9. The District Committee shall before the 31st of March in every three years or at such time as the National Executive Committee may decide, publish the preliminary roll of Primary and Active Members enrolled or renewed during the previous term. The revised and final roll shall be published not later than the 31st of May every third year or at such time as the National Executive may decide.
